Homosexual Colonies Gain, Say Vice Officer
Valley Times
by Jim Newsom
When a young boy becomes a young man he faces a period of rapid and necessary adjustment. This maturing, which includes not only physical adjustment but an alignment of values as well, does not always assume the “natural and normal” male female relationship. Just why a young person becomes a homosexual or the victim of homosexual acts is a matter for a psycho-medical expert. However, from personal interviews it becomes clear that a large portion adopt a deviated sexual outlet because another homosexual (experienced) entered the picture at a moment of decision. Today, estimates of the size of homosexual colonies in Hollywood and parts of the Valley range from 5,000 to 50,000. For every vice arrest (lewd conduct in a public place) of the obvious homosexual dressed in pocketless, skin-tight pants, tennis shoes and a flashy shirt, police scoop up a business executive, a school teacher, an attorney and even a clergyman.
Found at Random
Because homosexuals can be found at random through every socio economic strata of our society make up a truly unique “organization.” They freely circulate bulletins, advertisements and magazines about their activities. There are three major homosexual organizations now bringing tremendous pressure for legalized homosexuality between consenting adults” (a law recently passed in Great Britain). The police receive very few **homosexual” complaints. Since vice divisions act on a priority usually directly related to incoming complaints, the arrest rate of homosexuals in Hollywood had noticibly dropped. Vice officers are spending more time picking up bookies and hookers.
Actually, the homosexual who commits acts with only those he knows to be fellow homosexuals and does now no law to prohibit a male from wearing ingenious female attire. The “full drag queens” usually substitute perverted sexual acts before the pickup becomes aware that the “queen” is not a female. There have been as many as 28 “homo bars” in Hollywood. Most serve as ‘contact points” or “social clubs” for homosexuals. When they are inspected consistently by police the pressure in the form of complaints of ‘police brutality” or “selective enforcement” or just plain “unfair” mount rapidly. A different kind of deviate unrelated to the bar swishes, derive their only pleasure from exposing themselves much of the time to school age or younger children.
Those who expose themselves are not usually those who attack. Rapists, who attack more than one woman, are relatively few in number. Many rapes occur among jilted couples. Parent should know there is a section making “annoying or molesting school children” a felony crime (the second offense). Anyone who appeals to the lust of a minor under the age of 14 is committing a felony calling for a sentence of from one year to life in prison. Very few exposers are brought to court. The witness, usually a frightened young child d is not capable of supplying even a license number. Parents often avoid telling their children anything about homosexual activities other than “don’t get in a stranger’s car and don’t take candy or talk to someone you don’t know.”
It’s good advice but not nearly enough. A youngster should be told to report suspicious actions by anyone in a parked car to the first adult he can find. Your child should also be given to know that the three letters and the three numbers of a license plate are almost absolutely necessary if police are to apprehend an exposer or molester after he has left the scene. Most important of all is the action of the community. If homosexual activities obvious in public are no longer to be thought of as shocking and he bond of and 28. by The Motto, EL his on SO in private is safe from prosecution. “There is no law against being a homosexual,” as Capt. Charles Crumly, commander of Hollywood Division, LAPD, put it.
In Public Place
“When we arrest a homosexual it is because he has committed an unlawful act in a public place sometimes involving one of our plainclothes vice officers,” he continued. Section 647, sub-section A of the Penal Code defines lewd acts as being disorderly conduct. If he is convicted, section 290 of the same code requires the defendant to register as a sexual offender with his local police department or sheriff. In Los Angeles, however, the first time offender is allowed to plead guilty to section 415 (disturbing the peace) instead of 647, sub-section A. Thus, the homosexual caught committing a lewd act (be it the first time) escapes having to register. Another section of the code 647, sub-section B, deals with prostitutes soliciting members of the same sex. The sentence prescribed for conviction could be up to six months in jail. In Hollywood there is a constant problem of teen-agers and men in their 20’s soliciting strangers in cars. Some are servicemen looking for the going rate of from $5 to $20 for the commission of various catalogued (at least in street language) homosexual acts.
On a weekend evening, this newspaper’s reporter crew counted an average of 3.8 males either standing or sitting on bus benches along downtown Selma Ave., Hollywood and sunset Blvds. The time – 3:30 a.m. This reporter has even witnessed altercations between loitering homosexuals over a favorite corner. New Trend Shown A new trend in the Hollywood area is the soliciting of motorists by homosexual males dressed so convincingly as women that very few ever become aware that they have invited another man into their car. The older laws prohibiting masquerading were thrown out by appeals courts and there is disgusting then the small number of complaints to the police department will continue. Only if someone in effect tells the city he wants a policeman to do something about a homosexual crime can that citizen be absolutely assured a police action will take place. Routine surveillance may net an arrest for vice officers, but an absolute and detailed complaint orders them to take action. In the ninth article the overall juvenile vice picture will be summarized.
